As a Prime Consultant, API headed this large planning endeavor, working together with other sub-consultants to evaluate 13 Oahu sites and select one to accommodate the consolidation of over 12 different NOAA offices with over 500 employees. The final site selection was determined using a rating matrix that weighted each site criteria numerically. The three highest ranking sites were then reviewed and selected by NOAA.

Working with consultants, API produced a spatial programming document that identified the facility needs and projected needs for NOAA, thereby creating the first consolidated NOAA facility in the Nation.
